Title VI Policy Statement
Under Title VI, no person in the United States shall be excluded from participation in, denied benefits of, or subjected to discrimination under any program receiving federal funding based on race, color, or national origin. CARTA upholds this commitment across all federally funded programs and activities.
How to File Title VI Complaint
If you believe you have experienced discrimination under Title VI, you may submit a written complaint within 180 days of the alleged incident. Complaints must be filed in writing and can be sent via mail, fax, or email.

Disadvantaged Business Enterprise (DBE) Program
CARTA is dedicated to supporting Disadvantaged Business Enterprises (DBEs) and small businesses through fair access to federally funded contracting opportunities. Our DBE and Small Business Participation Program aligns with U.S. Department of Transportation (DOT) regulations (49 CFR Part 26) and promotes equal opportunities in DOT-assisted projects.
Our commitments include:
- Ensuring nondiscrimination in the award and administration of DOT-assisted contracts.
- Creating a level playing field for DBEs to compete fairly.
- Removing barriers to DBE participation.
- Supporting the development of DBEs to compete beyond this program.
For Fiscal Years 2025-2028, CARTA has set a DBE participation goal of 5% for FTA-funded projects.
